Licence summary 
To carry out house-to-house collections for charitable purposes in England and Wales you need a licence (also called a Permit) from your local licensing authority, in this case St Albans District Council.

Eligibility Criteria 
To hold a House-to-House Collection licence you must be a fit and proper person. You must apply for the licence on the form provided by the Council. (See details below.) The collection should be made by, or for, a registered charity or for a philanthropic purpose.

Application Evaluation Process 
The licensing authority must be satisfied that an adequate proportion of the total monies raised by the collection is to be applied to the charitable purpose. ‘Total monies raised’ means the entirety of the income elicited by the collection, not profit.

Will Tacit Consent Apply?
Yes. This means that you will be able to act as though your application is granted if you have not heard from the local authority by the end of the target completion period. This period is 20 working days from the date upon which the application is received. However, please note that Tacit Consent will only apply if your proposed collection will take place within the current calendar year. Applications for licences for the following year may take considerably longer to process and Tacit Consent will NOT apply if, at the date of application, your collection does not fall within the same calendar year.
E.g.

  • If you apply on September 3rd 2014 for a collection on 22nd November 2014, Tacit Consent applies.

  • If you apply on September 3rd 2014 for a collection on 22nd November 2015, Tacit Consent does NOT apply.

Failed Application
If you are refused a licence, the Council will tell you the reasons why. 

You have the right to appeal to the Minister for the Cabinet Office.

Appeals must be lodged within 14 days of the refusal.

If you have a complaint about the behaviour of a licensed house-to-house collector, or about the licensing process, please let the Council know on the contact details below. Complaints about unlicensed house-to-house collections, once identified, will be referred to the police and/or Trading Standards.
