Licence summary
To collect money or sell articles for the benefit of charitable or other philanthropic purposes in England or Wales, you require a street collection licence (also called a permit) from your local licensing authority, in this case St Albans District Council. The licence is free of charge but is a legal requirement. As part of the regulations, you must also submit a form of accounts (known as a Fifth Schedule Form of Statement) within 30 days after your collection.

Application Evaluation Process
The Council will check your application to ensure that any/all previous collection accounts have been filed on time and to check the bone fides of the charity the collection is to benefit. The person who completes the application form should be a minimum of 16 years old.
Will Tacit Consent Apply?
Yes. This means that you will be able to act as though your application is granted if you have not heard from the local authority by the end of the target completion period. This period is 20 working days from the date upon which the application is received. However, please note that Tacit Consent will only apply if your proposed collection will take place within the current calendar year. Applications for licences for the following year may take considerably longer to process and Tacit Consent will NOT apply if, at the date of application, your collection does not fall within the same calendar year.
E.g.
If you apply on September 3rd 2014 for a collection on 22nd November 2014, Tacit Consent applies.
If you apply on September 3rd 2014 for a collection on 22nd November 2015, Tacit Consent does NOT apply.

If you have a complaint about the behaviour of a licensed street collector, or about the licensing process, please let the Council know on the contact details below. Complaints about unlicensed street collections, once identified, will be referred to the police.
