St Albans City and District Council have taken over the responsibility of licensing tables and chairs on the highway, (pavement licensing), from the County Council’s Hertfordshire Highways.

The two authorities have jointly drawn up a policy which provides a consistent approach to the issuing of licences which will allow furniture such as tables and chairs to be placed upon pavements.

Having adopted the policy, the District Council’s licensing team have application forms and guidance notes which can be downloaded below or obtained by e-mailing licensing@stalbans.gov.uk or ringing 01727 819453.

Premises that place tables and chairs on pavements within the district, are invited to apply for pavement licences. A mail shot was sent out inviting premises to apply and a lead in period will be given prior to the council taking any action.

Notes:

  • The licensing of licensing tables and chairs on the highway falls under the Highways Act 1980 Section 115E.

  • At the moment A boards are still the responsibility of Herts Highways.
