The Licensing Act 2003 establishes a regime for the granting of personal licences to individuals to supply, or to authorise the supply of alcohol. The personal licence is separate from the licence which authorises the premises to be used for the supply of alcohol.
A personal licence does not authorise its holder to supply alcohol anywhere, but only from establishments with a premises licence authorising the supply of alcohol. All premises licences authorising the supply of alcohol must have an identified personal licence holder known as the designated premises supervisor.
Applicants for personal licences will need to obtain an accredited qualification first. The aim of the qualification is to ensure that licence holders are aware of licensing law and the wider social responsibilities attached to the sale of alcohol.

St Albans Council is approved by the BIIAB to run the NCPLH course.

The course will be held on the following dates (these dates may be amended at the discretion of the centre, please check this website for any amendments):

The course will run from 10am to 6pm and cost £150.00 (the fee may vary at the discretion of the centre, please check this website for any amendments). At the end of the course you will be required to sit a 40 minute examination consisting of 40 multiple-choice questions.

The booking form and fee must be received by the Council a minimum of 10 working days before the course.

If you fail to attend the course the fee will not be refunded, however, your booking can be transferred to another date for an additional £20.00 (administrative charge). We need a minimum of 6 persons to run the course. If 6 persons do not book the course you will be offered the option of moving your booking to the next available course date or obtaining a refund.
Upon receipt of the booking form you will be sent an invitation letter confirming your booking. Enclosed will be the course handbook which you are recommended to read before attending the course to improve your chances of passing the examination. For details of the identification documents you will need to bring with you to the exam please see document below (this information will also be sent with the invitation letter). FAILURE TO BRING YOUR IDENTIFICATION WILL MEAN YOU CAN NOT SIT THE EXAM.
