The Electoral Register is a record of everybody eligible to vote within the boundaries of the local authority.
Between August and 30 November each year the Annual Canvass of all properties within the City and District of St Albans is carried out by Electoral Services to ensure that the new Register of Electors is up to date for the forthcoming elections. The rolling registration process is suspended during this period (see rolling registration section below).
A Register of Electors form will be delivered to each household for completion. This form asks who will be living at the address on 15 October. If the occupants of your household have not changed you can register this by telephone, the internet or you can sign the Register of Electors form and return to the council offices in the envelope provided.
If you have recently moved into the property and your name is not shown on the Register of Electors form you will need to cross through the names shown and add your own to the form. The form should be returned in the envelope provided. On receipt your names will be entered onto the register in preparation for the new register which will be published on 1 December 2010. This is the only service available for new electors.

If there are no changes at all to the names and/or details of those shown on the canvass form you can register by text (SMS) on 07797 898713.
To use these services you will need to have Part 1 and Part 2 of the Security Code that is given on the Register of Electors form.
By law the Register of Electors form should be completed and returned immediately. It saves time and money if you send back your form quickly.
Rolling Registration
If you change your name, address or become eligible to register please let us know so that we can amend our register.
During January to August we can send a Rolling Registration form to your address or a pdf option can be downloaded and returned to the council offices. Depending on the date received your name will appear on the update of the register within six weeks. A letter confirming your registration is sent when your name appears.
Please note that being on the Council Tax list does not mean that you are on the Electoral Register.

Keeping the voters list accurate
You should re-register if you move. It is important for you to do so to help us keep you details up to date.
In order to keep the voters list as accurate as possible, a registration form will be delivered to your property each year, in the autumn. This form will show the names of people who are on the current register.
It saves time and money if you send back your form quickly.
Only one person needs to complete and sign this form but they must include the names of all those who are eighteen or over, British, Commonwealth, Republic of Ireland or European Citizens. Those who are sixteen or seventeen must also be included with their date of birth entered in the appropriate box.
It will assist us if the form is returned immediately and will keep our costs as low as possible.
Keeping your vote if moving abroad
If you are a British citizen and you are thinking of living or working abroad, you may still be able to vote from your last address here. Your right to vote in this country's elections can apply for up to 15 years. At the time of an election you can choose to vote by post or proxy.
New rules for certain electors
There are new rules to make registration and voting easier for:
· people living overseas
· homeless persons
· remand prisoners
· mental health patients in care
They must not be included on your form. Please contact electoral services if you would like more details.
Legal requirement
By law the registration form is required to be completed and returned from all households.
