The second planning application for the development of a Strategic Rail Freight Interchange, Public Open Space and Community Forest Sites, on the North Orbital Road, Park Street, St Albans was submitted to the District Council by Helioslough Ltd. It was registered on 9th April 2009, and will be considered by the Planning Referrals Committee, in the Alban Arena on Monday 20th July 2009 at 7pm – doors opening at 6.30pm. Tea, coffee and soft drinks will be on sale in the bar in the reception area.

Car parking, (which includes parking for people with a disability), is available in the council’s Bricket Road car park and the multi-storey car parks in Drovers Way and Russell Avenue. Parking is free of charge after 6.30pm.

The application, plans and supporting documents can be viewed in the Customer Service Centre at the District Council Offices or on the council’s website via a link from the home page:  http://www.stalbans.gov.uk/environment-and-planning/planning/railfreight/Railfreightplanningapplication.aspx.

The meeting is open to the public and anyone may attend but there will be a live webcast of the meeting on the Council’s website: http://www.stalbans.ukcouncil.net/site/player/index.php?a=27376. People with access to an appropriate computer with broadband internet access and Microsoft Windows media player will be able to view the meeting without the need to attend in person.

The time set aside for public speaking on this particular application will be increased from the usual total of 6 minutes to a total of 20 minutes. This will allow up to 10 minutes presentation time for those in favour of the application and up to 10 minutes for those against.

Anyone who wishes to register to speak at the meeting should telephone Sarah Saul in the planning department on 20th July between 10am and 2.30pm: 01727 819345, advising whether they are speaking in favour or against. There may be a need for potential speakers to liaise, and officers will be able to assist with this.
