Heather Cheesbrough, who joined St Albans City and District Council as Head of Planning and Building Control in January 2010, commented: “I am very excited about working with such a progressive council which is at such an important stage with their Local Development Framework (LDF).

“St Albans City and District is a fantastic place with huge assets of heritage, green belt and a range of popular towns and villages. However there is intense development pressure and the Council faces a significant challenge in delivering sustainable development with appropriate infrastructure whilst safeguarding the green belt.

“I am enjoying working with officers, members and the local community to take forward the core strategy, and to develop projects arising from the city and rural vision work.

Heather was previously a Senior Director at EDAW, responsible for spatial planning, master planning, and regeneration. She worked on a range of commissions including housing led regeneration and development in Birmingham, the West Midlands and Northampton; LDF documents and evidence bases for Arun, Maidstone, Lowestoft and Great Yarmouth.

Previously she worked at the consultancy Urban Initiatives, where she took forward a variety of masterplans, public realm strategies and planning documents. Prior to this she worked in local government at Westminster City Council, London Borough of Barking and Dagenham and Bexley London Borough.

She is a member of the Royal Town Planning Institute (RTPI), an enabler for the Commission for Architecture and the Build Environment (CABE) and a member of the CABE Planning Advisory Committee.

Daniel Goodwin Chief Executive of St Albans City and District Council commented: “It’s really good to be able to welcome Heather to the team. The Council is determined to have a good Local Development Framework and an excellent planning service. I am sure that Heather will be able to work with local people, partner organisations and the staff team to achieve this.”
