Most blocks of flats owned by St Albans District Council will have communal areas - these may be just the entrance and stairwells / lifts of the block, but they sometimes include communal lounges and laundry facilities.
Communal area charges
As part of your rent, you will be charged for the use and cleaning arrangements of the communal facilities within the block you live in.
