You are able to make debit card payments using the internet for Council Tax, Non-Domestic Rates (Business Rates) and Council House Rents.
The service is provided by Girobank's BillPay Scheme on behalf of the Council and is available at any time, 24 hours a day 365 days a year.

You do not need to hold an Alliance & Leicester account but internet payments are only accepted if you pay using a Switch or Delta debit card (credit cards are NOT acceptable).
Please allow 5 days for the sum to be received by the Council.
Once you have clicked onto the BillPay site, when you register for the first time, you will receive a password and user number. In addition to having your debit card to hand to provide full details, you will need to quote your account payment reference for Council Tax / Rates / Rents as appropriate, as well as the amount you are paying.
You can also pay by debit/credit card or by cheque in person at the District Council Office, Civic Centre, St Albans on Monday - Thursday 9am - 5pm (Friday 4:30pm) or by phone using the 24 hour Auto pay line (01727) 862956 to pay by debit /credit card.
If you want to pay your rent by direct debit please request a direct debit mandate by e-mailing financerents@stalbans.gov.uk and in the subject entering Direct Debit For Rent along with your name, address and rent reference number and a form will be forwarded to you or ring 01727-819230 during office hours.
