Planning
1. Comment on a planning application
My Service Planning, our planning applications search facility, will enable you to
- search for a planning application,
- track its progress,
- view the plans and any supporting documentation
- submit comments.
2. Get planning advice and guidance
Planning Advice and Guidance gives general planning advice, such as whether or not planning permission is required for certain projects
Development Management gives advice about specific proposals
3. Apply for planning permission
Submit your application via the Planning Portal at www.planningportal.gov.uk. Detailed information and explanations about preparing and then submitting your application are provided.
If you are not able to submit your planning application electronically, you may download the appropriate application form. Here, you will also find guidance notes and a validation checklist for each type of application.

9. Paying your Council Tax
Direct Debit
Please download and complete a direct debit mandate or we will send you one upon request.
On-line payments
You can make payments by debit card via https://www.e-capita.com/stalbans
By Standing Order
In addition to your Council Tax reference number, you will need the Council’s bank details shown below :

Automated telephone payments
Phone (01727) 862956 for an automated telephone payment facility for payments by debit or credit card. Please note if paying by Credit Card that a transaction fee of 2% will be added to your payments.
At the Post Office
By cash, debit card, cheque or postal order with a payment card. If you do not have a payment card please let us know and we will arrange to send one to you.
In person at the Council offices
During normal office hours by cheque, postal order debit card or credit card. Please note that a transaction fee of 2% will be added to your payment if you choose to pay by credit card.
By post
Payment by cheque or postal order can be sent directly to the Council Offices. Payments should be made payable to “St Albans District Council”. Please ensure you quote your account number if you send a payment by post.
10. Find a job at the Council

11. Sign up for the Electoral Register
If you change your name, address or become eligible to register please let us know so that we can amend our register.
A Register of Electors form will be delivered to each household between August and 30 November each year to ensure that the new Register of Electors is up to date for the forthcoming elections.
During January to August a Rolling Registration form can be downloaded and returned to the council offices.
12. Apply for housing and/or Council tax benefits
To find out whether you may be entitled to Housing or Council tax benefit, you can use the Online benefits calculator.
