With more than 50,000 vehicle movements into St Albans each week, we need to make sure that driving in the city is as easy as possible. To do this, we regulate parking by keeping bus lanes, disabled bays, junctions, loading bays and other restricted areas as clear as possible.

Promoting sensible parking

There are more cars than parking spaces on our roads and every council has to try and tackle the problems that this causes. Like many other districts, StAlbans is made up of areas where parking is prioritised for residents and local businesses called controlled parking zones (CPZs).

CPZs reduce commuter parking to help local residents and their visitors park near their homes. Spaces are allocated for business parking and there are over 3,000 pay and display parking spaces for short-term parking. We maintain and enforce our CPZs and deliver services in line with our key parking objectives:

  • ensure our roads are safe
  • enable traffic to flow freely
  • give residents and local businesses priority over commuters
  • provide parking for disabled people and health care workers
  • ensure that the parking rules are enforced using common sense

In addition to keeping traffic moving, the revenue generated from parking charges is spent on road safety schemes, road safety training in schools and concessionary fares which benefit elderly and disabled residents.

Policy Guidance

The links below provides residents and visitors to the City of St Albans with guidance as to how we enforce the parking restrictions.

We have also provided details of the procedures we follow should a penalty charge notice be issued.

Bank Holiday Enforcement

On Bank Holidays and Public Holidays, the guidelines for parking your vehicle may differ from the usual hours of control.

No charges apply in Council owned car parks on bank or public holidays. If you wish to park your vehicle on the street, bank and public holidays are treated as a Sunday with regards to enforcement.  Therefore any restrictions that apply on a Sunday will be enforced.  This would include, for example, double yellow lines, disabled bays and any resident bays that operate on Sundays.

Online Challenge or Payment

An online facility is available to challenge or make payment of Penalty Charge Notices.
