    PARKING SERVICES – FUTURE SERVICE PROVISION

    Future parking services service provision for the St Albans District which includes: St Albans, Harpenden, Redbourn, Sandridge, London Colney and Colney Heath
    St Albans City and District Council would like to know your views on how we provide our parking services in the future. Our existing arrangements are due to end in October 2019. In particular we want to find out how you feel the service could be more economic, efficient and effective.
    • Economic – value for money for the Council and tax payers
    • Efficient – a service that is as efficient as it can be in respect of operating and costs
    • Effective – a service that can meet the demands of users and the requirements of the law
    Our parking service falls into 2 main categories;
    • Car parks management and provision
    • Parking enforcement and administration
    In this second of our two 2018 consultations on parking, we are looking to build on those previous consultations by specifically looking at operating models – the way that we provide our parking service.

    We have identified 4 potential operating models that could be used and we are asking for your feedback and thoughts on each.
    The models are;

    Model 1: all parking services provided directly by the Council in house
    Model 2a: car parks management provided directly by the Council in house and enforcement provided by an external specialist contractor.
    Model 2b car parks management provided by an external specialist contractor and enforcement provided by the Council in house
    Model 3: all services to be provided by an external specialist contractor(s)

    To help you understand and make an informed decision, we have created some indicative revenue and expenditure figures for each model of operation. The figures are based on historical figures. However, please be aware that these figures are only for use as a guide to help you answer our questions. The figures may change up or down dependant on the model chosen and also the market at the time.  
    Your views are important to us and will be used to shape the way our parking service is developed.
