A Traffic Regulation Order (TRO) is a legal document, which allows the Highways Authority to regulate the speed, movement and parking of vehicles and regulate pedestrian movement. Within St Albans District both Hertfordshire Highways and St Albans District Council make Traffic Regulation Orders.
