What localism could mean for your town and parish councils

On Tuesday 6 September, Cabinet considered proposals for how it can hand over the running of more local assets and services to interested town and parish councils.

The aim is to make rapid progress in putting localism into practice in anticipation of the Localism Bill coming into force early in 2012. As a first step the District Council is looking to devolve assets and services to those town and parish councils who are ready to take them on.

Councillor Beric Read, Portfolio Holder for Community Engagement and Localism commented: “This is a chance for local people to have control over local issues. The town and parish councils are invited to put forward proposals to run assets or services in their areas such as parks and open spaces, community buildings and customer services.”

Harpenden Town Council has already approached St Albans District Council to register its interest in taking on the following assets:

• Westfield Recreation Ground
• Lydekker Park and car park
• Batford Springs Local Nature Reserve
• Porter’s Hill Park
• Park Hall

Discussions will begin soon on the detail of how these specific facilities could be transferred in practice, in line with the approach set out in the Cabinet agenda.

Once a detailed proposals package has been drafted, it will come back to Cabinet for approval. The District Council will be seeking to have made its decisions before the end of March 2012 so that any transfers and associated budget changes can be in place for the start of the 2012/13 financial year.
