Would you like the opportunity to have an input into decisions on the allowances paid to St Albans City & District Councillors?
Our Council is made up of 56 elected Councillors who are entitled to receive payments in the form of allowances and expenses to compensate them for their work responsibilities. This includes a Basic Allowance for all and Special Responsibility Allowances for those with extra duties, along with reimbursement for travel and subsistence.
A Council cannot alter or update their Scheme of Members’ Allowances without first considering recommendations from an Independent Remuneration Panel. This is a Panel of independent people who consider the roles undertaken by Councillors and make recommendations as to the amount they should receive as an allowance.
We’re seeking five public members to join this panel for a three-year term, with a possible extension, subject to the Local Government Review.
Applicants should have:
Some knowledge and interest in the work of the Council.
Sound judgement and decision-making skills, with an ability to remain impartial and objective.
Flexibility, in terms of being able to attend meetings of the Panel.
Some knowledge of the role of Councillors would be an advantage but is not essential.
Please note you are not eligible for appointment to the Panel if:
You are under the age of 18 at the time of appointment
You are a member of St Albans City & District Council (SADC) or a member of any SADC committee or sub-committee (or co-opted member)
You are disqualified for being elected or for being a member of an authority under Part III of the Representation of the People Act 1983
You are currently employed by SADC or any of its main contractors
You are closely related to any current Councillor of St Albans City & District Council.
Commitment
Appointments will be made for a 3-year period with the possibility of extending subject to the Local Government Review.
Meetings will be held, usually during the day, either at the Council Offices in St Albans or as a MS Teams meeting.
A reasonable estimate is that the Panel may need to meet 3 or 4 times per year for approximately one/two hours each time.
Each member of the Independent Remuneration Panel is entitled to receive a yearly allowance of £280. The member appointed as Chair is entitled to receive an enhanced yearly allowance of £335.
