Comments welcome on draft Detailed Local Plan

Remember to give your views on St Albans District’s draft Detailed Local Plan (DLP), a set of planning policies that will shape future development and infrastructure.

Prepared by St Albans City and District Council the draft DLP is open for consultation until 5pm on Wednesday 21 December. The draft DLP supports the draft Strategic Local Plan (SLP) which sets out the overarching policies, principles and spatial vision for the District up to 2031.

Earlier this year the Council submitted the draft SLP to the Secretary of State for Communities and Local Government for consideration. Following an initial hearing on 26 October, Planning Inspector, David Hogger, gave his conclusions on the draft SLP last month. He was unable to conclude that the Council had given “satisfactory consideration” to “cross-boundary matters and priorities” in preparing the draft SLP. The Council is now considering how best to proceed with the draft SLP in consultation with its advisers. In the meantime, it has decided to continue with the consultation on the draft DLP. The outcome of this will provide the Council with valuable feedback on the proposed detailed policies underpinning the draft SLP. Much of the content of the draft DLP is not expected to be affected by any delay to the finalisation of the SLP.

The draft DLP contains detailed planning policies, maps and other documentation. Aspects covered include the location of Green Belt boundaries and the design and layout of potential development, including housing, industry, supporting infrastructure and amenities.

The documents contained in the draft DLP are available to see on the Council’s website at: https://www.stalbans.gov.uk/local-planning-examination They are also available at libraries and District, Town and Parish Council offices.

Public exhibitions about the draft DLP have been held in Redbourn, Harpenden, London Colney and St Albans.

Cllr Julian Daly, Leader of St Albans City and District Council, said: “We are near the end of the six-week consultation on St Albans City and District’s draft Detailed Local Plan. We want to hear the views of as many people as possible before the consultation ends on 21 December. This will provide us with feedback on the planning policies contained in the draft DLP and help us in considering what steps the Council will take next.”

The draft SLP covers the period to 2031. It sets out a need for an average of 450 homes to be built annually and identifies where housing development may take place. Four sites currently in the Green Belt are included: East of Hemel Hempstead (North); East of Hemel Hempstead (South); East of St Albans; North West of Harpenden.
