Section 106 funding for play areas
Three community play areas in St Albans District are being revamped using Section 106 planning contributions from property developers totalling £33,843.
These include Flamsteadbury Lane play area which was recently improved by Redbourn Parish Council using developer contributions of £20,625. The Parish Council topped up the developer contribution to £30,000 to refurbish the play area and provide new surfacing. It also secured a Big Lottery Fund grant of approximately £10,000 to install outdoor fitness equipment adjacent to the play area.
A new sputnik roundabout and fencing have also been installed at Everlasting Lane play area in Batchwood by St Albans City and District Council. This work was part-funded by a developer contribution of £6,325.
Developer contributions of £6,893 are also being used by Colney Heath Parish Council to help fund a revamp for the play area at Roestock Park. Part of the money has been spent on new gates and repairs to existing play equipment. The remainder will be put towards the cost of a new multi-use games area and other equipment that is being installed in the summer. The total project cost is £50,000.
Details of these planning contributions were given to St Albans City and District Council’s Cabinet on Tuesday 27 February.
These three projects are the latest to receive contributions from developers under Section 106 of the Town and Country Planning Act 1990.
The legislation enables contributions from developers to be secured through the planning process for investment in infrastructure and facilities for community use.

These three revamped play areas directly benefit the community. They were identified as suitable to receive S106 funding following discussions between Council officers and District and Parish Councillors.

Developer contributions towards investment in infrastructure and facilities are secured through the planning process under Section 106 of the Town and Country Planning Act 1990. They are used to help offset the impact on infrastructure created by new residential development. St Albans City and District Council, as the local planning authority, is responsible for negotiating and distributing the developer contributions.
