Major projects and redevelopments

Major Projects & Redevelopment schemes are delivered by the Capital Projects Team, who sit in the Council’s Commercial & Development Department. 

Current schemes being delivered by this team are:

City Centre Opportunity Site (CCOS), St Albans Toggle accordion

St Albans City and District Council is completing a transformational project to build new housing and business space at a development site in the heart of St Albans, called the City Centre Opportunity Site (CCOS).

The project is currently split into two elements:

  • CCOS South – comprising the redevelopment of the area formerly occupied by the City’s former police station and the former NHS Trust’s health centre. The planning application for this site can be viewed here.
  • CCOS North – comprising Bricket Road car park & area to the rear of the Alban Arena. Proposals are currently being developed for this site and the details of any public consultation on the proposals will be added in due course. 

Ridgeview, London Colney Toggle accordion

Transformation of 4 blocks of flats in London Colney to provide both temporary accommodation for homeless people and private rental accommodation, involving reconfiguration of existing buildings, energy efficiency improvements and upgrades of kitchens, bathrooms and fittings.

Leyland Avenue (formerly Sopwell Youth Club), St Albans Toggle accordion

Redevelopment of a former Youth Club site to provide 7 houses for private sale. This project is currently being explored as a modern methods of construction pilot for the Council.

Noke Shot, Harpenden Toggle accordion

Redevelopment of a former garage site to provide residential units as a mixture of social housing and private sale.

The King Offa and Norman Close, St Albans Toggle accordion

A development scheme of the former King Offa Pub site and temporary accommodation site to the rear, providing two 4-bed semi-detached houses, eleven 3-bed semi-detached houses and one 2-bed, accessible bungalow. This scheme is exclusively social rent accommodation.

Practical Completion: Winter 2023/2024

Sustainable features include the instillation of Air Source Heat Pumps in replacement of gas boilers, under floor heating, Electric Vehicle Charing Points and Timber Frame construction.

The Hedges, Harpenden Toggle accordion

A development scheme of a former temporary accommodation site, providing six 3-bed semi-detached houses and six 2-bed flats to the rear. This scheme is exclusively social rent accommodation.

Practical Completion: Winter 2023/2024

Sustainable features include the instillation of Air Source Heat Pumps in replacement of gas boilers, under floor heating and infrastructure installed for Electric Vehicle Charging points.
