Public bodies duty to refer

In 2018 the Government introduced a requirement on specific public bodies to refer anyone who was homeless or threatened with homelessness to a local authority. The person had to give their consent to the referral being made, and could choose any local authority in England.

St Albans Council can receive duty to refer referrals through its online portal. If you are one of the specified public bodies, and would like to make a referral you can complete this through our St Albans Home Choice website.

The Council can also receive referrals through to its dedicated email address, dutytorefer@stalbans.gov.uk. You will need to send the Government’s referral form, which can be found through the link above.
